The Bicycle Model Development project is intended to improve the Los Angeles County Metropolitan Transportation Authority’s (Metro’s) ability to measure the benefits of bicycle facility investments. CR Associates collected data related to travel patterns, land use, demographics, existing and planned bicycle facilities, and previously conducted bicycle volume counts to help inform the development of a sketch model integrated with Metro’s existing Congestion Mitigation Fee Program tool. CR Associates performed beta testing of the bicycle model sketch tool to identify errors or unreasonable results and provide functionality feedback. Additionally, CR Associates created a countywide bicycle monitoring program to support bike model calibration/validation and to serve as the initial step in countywide data collection.  Collecting data at a set of regular, predetermined locations will improve Metro’s ability to understand, estimate, and forecast cycling travel and responses to infrastructural investments.
