Lilac Hills Ranch Development Traffic Impact Study

CR Associates is assisting the Accretive Group to conduct a CEQA-level Traffic Impact Study for the Lilac Hills Ranch located in the Valley Center and Bonsall Community Planning Areas of the unincorporated County of San Diego with State Route 76 to the north, Valley Center proper to the east, the City of Escondido to the south, and Interstate 15 and Old Highway 395 to the west. The project consists of a mix of residential, commercial, and institutional uses, along with parks and open space. Specifically, the project would include 75,000 square feet of commercial uses including a 20-room country inn; 1,068 traditional single-family detached homes; 210 multi-family homes (for-rent and for-sale); 468 age-restricted single-family homes (senior community); necessary facilities and amenities to serve the senior population (including a senior community center, an assisted living, and group residential facility); and civic facilities that include a k-8 school site, seven public neighborhood parks, and five private parks, a private recreational center, and other recreational amenities. The project is proposed to be developed in five (5) phases.
