CR Associates is serving as a consultant to the City of Otay Mesa in updating their Central Village Specific Plan. We are conducting a Transportation Facilities Trigger Analysis (TFTA) to identify transportation facility improvements warranted with buildout of the Central Village Specific Plan (the “Project”) and to determine whether the Central Village Specific Plan impacts to traffic/circulation and recommended improvements are consistent with the findings and conclusions of the Otay Mesa Community Plan Update (OMCPU) EIR.
