Monique Chen has provided on-call traffic engineering and transportation planning services to the Otay Ranch Company and the development of the Otay Ranch Villages over the past 15 years. Located in southern San Diego County in the City of Chula Vista, the Otay Ranch Villages are comprised of over 10,000 acres and 15 urban mixed-use villages. Responsibilities have included a wide variety of traffic operations and traffic impact assessments for each individual village, and safety studies requiring state-of-the-art software and analysis capabilities. Traffic simulations have been utilized extensively to convey findings and the benefits of recommended improvements. One example project is the planning of the main entrance corridor for Village 2 – State Street. This corridor travels through numerous mixed-use developments and serves a diversity of trip types. The operational analysis included emphasis on multi-modal considerations, such as pedestrian and bicycle connectivity, convenience, and safety, as well as transit operations (bus rapid transit was one of the alternatives). Design features included a roundabout, raised intersections, curb extensions, enhanced crosswalk paving, and angled parking, with conduct of traffic simulation (including the roundabout) to support the analyses of the various alternatives.
