CR Associates led the development of West Covina’s first Active Transportation Plan.  The effort was designed to identify bicycle and pedestrian improvements within the existing right-of-way and complement the City’s recently completed General Plan update.  The planning process involved the development of a number of GIS-based suitability models, bimonthly pop-up outreach, online and in-person surveys, traditional workshops, and the development of design guidelines for City use. To supplement the planning effort and provide data for eventual recommendations, CR Associates commissioned peak-hour bicycle and pedestrian counts at fifteen locations citywide.
